The Incubator at the William K. Collins Memorial Empowerment Center located at 4645 Nannie Helen Burroughs Avenue NE in Washington DC is the first of its kind in the city. The program, operated in partnership with TaylorMade Business Centers, Capitol City CDC, Washington DC Chamber of Commerce and SCORE provides the opportunity for minority businesses to gain access to business resources and join a support network to increase the likelihood of building a growth oriented and profitable business.

To become a member of the incubator, the majority stakeholder must be classified as a minority. In addition, the business must have been established for a minimum of 6 months and a maximum of 24 months.
